The nine-inch clue
Old resilient floor tile was made with asbestos for strength from roughly the 1920s through the early 1980s, and the size is the giveaway. True 9 by 9 inch tiles are almost always from the asbestos era; 12 by 12 tiles can also contain it but are a mixed bag. You find them in basements, kitchens, back halls and rec rooms across Ottawa's pre-1985 stock, from the post-war bungalows of Alta Vista and Elmvale Acres to the finished basements of Nepean and infill in the core.
The part people miss is the glue. The black, brittle "cutback" adhesive under the tile frequently contains asbestos, sometimes when the tile above it is clean. That is why we sample both the tile and the mastic, not just the tile.
Why intact tile is not the emergency
Vinyl-asbestos tile is a non-friable material. Left intact, waxed and walked on, it holds its fibre tightly and is low risk. The risk appears the moment someone renovates: prying tiles up, chipping them out, grinding the old glue off the concrete, or running a sander over a floor to level it. Those actions break the matrix and the mastic and put fibre in the air of a basement that usually has poor ventilation and a nearby furnace return.

What a positive result actually means
A positive floor is not a crisis if it is intact and you are not disturbing it. Your honest options are to leave it and tile or floor over it, or have it removed by a qualified abatement contractor under Ontario's O. Reg. 278/05. Asbestos floor tile removal in Ottawa: what the result decides
Most people who find this page are pricing tile removal, not a test. The lab result is what turns "pull up the old floor" into a defined job, and with floor tile the method matters as much as the result.
If both the tile and the mastic test negative, removal is ordinary flooring work. Both have to be negative: the black adhesive is a separate material with its own result, and a clean tile sitting on positive glue is still an asbestos floor.
If either tests positive, the way the floor comes up decides how the work is classified. The Ministry of Labour's guide to O. Reg. 278/05 lists these for non-friable material such as vinyl-asbestos tile:

The same basement floor can be a Type 1 job or a Type 3 job depending on how it is taken out. That is why two removal quotes for one floor can be thousands apart, and why a quote that does not say which method and which type it is pricing cannot be compared with one that does. The usual route into Type 3 territory is the mastic: grinding cutback adhesive off a concrete slab with a floor grinder that has no HEPA dust collection. A Type 3 job brings an enclosure, notice to a Ministry inspector before it starts, and a crew with the section 20 abatement training.

- The method for the tile and, separately, for the mastic.
- The classification that method puts the work in.
- Which layer is coming up, where the basement is a stack of eras.

Kanata, Orléans, Nepean and the basement rec room
The removal searches we see come from the suburbs as much as the core, and that matches the housing.
